OPERATIONS MANUAL (OM)
What kind of document is it?
The operations manual (OM) or the maintenance instructions is an operational document containing data about the design, the principle of operation, characteristics (properties) of a product, its components and the instructions necessary for the correct and safe use of a product (appropriate use according to the product’s designated role, maintenance, storage and transportation), estimates of its technical condition when determining the need for repairs and it also contains the data about the recycling of a product and its components.
OM is developed according to requirements of GOST 2.601-2006 "The Uniform System of Design Documentation (USDD). Operational documents", the rules of performance and the requirements to the contents of OM are specified in GOST 2.610-2006 "The Uniform System of Design Documentation (USDD). The rules of implementation of operational documents" (Section 5).
Also, requirements to the existence, development and contents of operational documentation (including OM) contain many technical regulations of The Customs Union (Eurasian Economic Union), for example: TR CU 010/2011 "On safety of cars and the equipment", TR CU 016/2011 "On safety of the devices using gaseous fuel", TR CU 032/2013 "On safety of the equipment working under excessive pressure" and etc.
According to GOST 2.601-2006 "The Uniform System of Design Documentation (USDD). Operational documents", OM is not an obligatory document, the need for preparing OM is determined by the product’s developer.
What organizations give it out?
The operations manuals (OM) are prepared by the developer enterprise (designer) or the product’s manufacturer.
In what cases do you need it?
Even though the operations manual (OM) is not an obligatory document, according to many technical regulations of the Customs Union (Eurasian Economic Union), when forming a set of documents for confirmation of compliance of a product, the applicant has to include operational documents in this set (including OM). Also, OM can be demanded by customers, buyers or consumers of a product.
