What kind of document is it?
The exemption (information) letter is a document explaining that a product does not need the certificate of state registration (CSR).
What organizations give it out?
The exemption (information) letter is issued by the Register of potential and dangerous substances (on industrial chemicals), Republican Center of Hygiene, Epidemiology and Public Health in Minsk (on any product). The Rosportebnadzor in Moscow does not issue denial letters.
In what cases do you need it?
The registration of the exemption letters makes sense in case of double interpretation of instructions for the registration of CSR. For example, in cases, when according to the Commodity Nomenclature of Foreign Economic Activity code, CSR is required, and according to the descriptive part, CSR is not required. The denial letter is prepared to avoid delays on the border, because existence of this document provided by the authorized state organization removes all questions from staff of the customs office.
There is a list of products which do not require the registration of CSR. It is specified in the Section III of the List of products which do not require the certificate of state registration regardless of the assigned Commodity Nomenclature of Foreign Economic Activity code. Most of the time a situation may arise when a product is not specified in this list and CSR is not required to be prepared on this product as well. In these cases, we recommend to issue the exemption (information) letter.
