IMPORT/EXPORT LICENSE OF MINPROMTORG
What kind of document is it?
Licensing of import and export of goods in the Eurasian Economic Union (EEU) is one of the types of non-tariff regulation, in other words, it is a state regulation of foreign economic activity. The import/export license of Minpromtorg (Ministry of Industry and Trade) is a document allowing import or export of goods concerning which the allowing order of import into the customs territory of the Eurasian Economic Union and/or export from the customs territory of the EEU is established.
What organizations give it out?
Licenses for import or export of goods in the Russian Federation are given by the Ministry of Industry and Trade (Minpromtorg).
In what cases do you need it?
The license of Minpromtorg needs to be prepared for submission into the customs authorities when importing or exporting goods which are specified in the Uniform list of products to which measures of non-tariff regulation in trade with the third countries are applied. The Uniform list is approved by several Decisions of Board of the Eurasian economic commission (of April 21, 2015 N 30, of October 6, 2015 N 131 and others).
In particular, the list of such goods includes:
- drugs, psychotropic substances, and their precursors;
- radio-electronic equipment and (or) high-frequency devices for the civilian use (REE and HFD);
- cryptography (cryptographic) tools.
The complete list of goods, concerning which the allowing order of import and export is established, is specified in part 2 of the Uniform list of products to which measures of non-tariff regulation are applied.
