CONCLUSION OF RFC ON RADIO-ELECTRONIC EQUIPMENT/HIGH-FREQUENCY DEVICES
What kind of document is it?
The conclusion of RFC (the conclusion of the Radio frequency center) is a permit confirming compliance of the imported radio-electronic equipment (REE) or high-frequency devices (HFD) with technical characteristics and conditions of use which are approved by the generalized decisions of SCRF (State Commission of Radio Frequencies). The conclusion of RFC is a basis for including REE and HFD into the register of REE and HFD allowed for import to the territory of the Russian Federation, receiving an extract of Roskomnadzor from the specified register, and then and obtaining the license of Minpromtorg.
The full official name of the document is “The conclusion about compliance of technical characteristics of the radio-electronic equipment and high-frequency devices of the civilian use imported into the territory of the Russian Federation with the technical characteristics and conditions of use approved by decisions of the State Commission of Radio Frequencies”.
In what cases do you need it?
The conclusion of RFC needs to be prepared when importing REE or HFD specified in section 2.16 of the Uniform list of products to which measures of non-tariff regulation in trade with the third countries are applied. This list is approved by the Decision of Board of the Eurasian economic commission of 4/21/2015 No. 30 in case REE and HFD weren't imported into the Russian Federation earlier and, respectively, the conclusion of RFC wasn't prepared.
What organizations give it out?
The conclusions about compliance of REE and HFD with requirements of decisions of SCRF are given by the organization of radio frequency service - the Federal state unitary enterprise "Radiochastotny center Centralnogo federalnogo okruga" (Federal State Unitary Enterprise RChTs TsFO) and its branches.
The conclusion of RFC needs to be prepared when importing REE or HFD specified in section 2.16 of the Uniform list of products to which measures of non-tariff regulation in trade with the third countries are applied.
