DUAL USE IMPORT/EXPORT LICENSE OF FSTEC
What kind of document is it?
Licensing of the imported and exported goods is a part of national system of the export control of the Russian Federation which is to protect the state interests and to provide implementation of the international obligations for non-proliferation of the weapons of mass destruction and means of their delivery. The export control applies to dual-use goods, information, services. The controlled goods and the dual-use technologies are specified in six checklists of goods and technologies which are approved by decrees of the Russian president.
The dual use import/export license of FSTEC (Federal Service for Technical and Export Control) is a document allowing the external economic operations with the controlled goods and technologies. The external economic operations are understood as export and import and other forms of transfer (the international exchange) of the controlled products, carried out based on the contracts (contracts, agreements) between the Russian and foreign persons.
What organizations give it out?
The licenses for import or export of goods and technologies falling under the checklists are given by the Federal Service for Technical and Export Control.
In what cases do you need it?
The license of FSTEC needs to be prepared for submission into the customs authorities when importing or exporting goods falling under the checklists of the goods and technologies approved by decrees of the Russian president.
