What kind of document is it?
The exemption (information) letter is a document confirming that a product is not subject to the obligatory confirmation of compliance neither in the form of certification nor in the form of declaration.
In fact, the exemption (information) letter is an official answer to the applicant’s request for providing explanations for the need of obligatory confirmation of compliance of a product.
There are several types of the exemption (information) letters:
- exemption letter (conclusion) of VNIIS;
- exemption letter (conclusion) of VNIINMASH;
- exemption (information) letter of certification bodies.
In turn, exemption letters (conclusions) of VNIIS and VNIINMASh can be issued for the customs, or for trade.
What organizations give it out?
The Federal Agency for Technical Regulation and Metrology (Rosstandart), according to its decision (the letter No. AZ-101-26/3310 of 4/20/2011), has charged to issue exemption letters to Joint-stock company "All-Russian Research Institute of Certification" (JSC VNIIS) and the Federal state unitary enterprise "The All-Russian Research Institute of Standardization and Certification in Mechanical Engineering" (Federal State Unitary Enterprise VNIINMASH). Also, exemption (information) letters are issued by certification bodies in accordance with the established procedure.
In what cases do you need it?
Exemption (information) letters of certification bodies, exemption letters (conclusions) of VNIIS and VNIINMASh can be issued only if technical regulations of the Customs Union (Eurasian Economic Union), technical regulations of fire safety do not extend to a product and if a product is not specified in the lists of products which are subject to the obligatory certification or the process of declaration.
