CERTIFICATE OF ORIGIN OF A PRODUCT (FORM ST-1, FORM ST-2, FORM A, FORM EAV, GENERAL FORMAT)

What kind of document is it?

The certificate of origin is a document confirming the country of goods' origin (product’s origin). There are several forms of the certificate of origin; the form of the certificate depends on the country to which the goods are exported.

Forms of the certificate of origin:

• The certificate of origin of the ST-1 form (it is prepared on the goods exported to member states of the CIS and to Georgia, the Republic of South Ossetia, and the Republic of Abkhazia);
• The certificate of origin of the ST-2 form (it is prepared on the goods exported to Serbia);
• The certificate of origin of the form A (it is prepared on the goods exported to the countries which provide preferences within the General system of preferences (Montenegro);
• The certificate of origin of the EAV form (it is prepared on the goods exported to Vietnam);
• The certificate of origin of the General form (it is prepared on the goods exported to other countries of the world).

What organizations give it out?

The certificates of origin in the Russian Federation are given by Chamber of Commerce and Industry of the Russian Federation and territorial Chambers of Commerce and Industry.

In what cases do you need it?

The certificate of origin is usually demanded by customs authorities of the country, which receives the imported goods, for tariff and non-tariff regulation of the import of goods, granting reduced rates, implementation of the duty-free import of a product or when the release from surtaxes is carried out.

Also, the certificate of origin of the ST-1 form can be required for participation in the state (municipal) tenders (auctions) for the acquisition of certain goods.
